"Height of a story" means the perpendicular distances from top to top of two successive floors. The clear height of a story means the distance from the floor to the ceiling thereof. The height of a topmost story shall be measured from the level of its floor to the upper side of the ceiling joists or collar beams forming a tie to the roof, or up to one-half the vertical height of the rafters, when the roof has no such tie.
