(a) "Building" means any structure erected and fixed upon or in the soil and designed for use in the position in which it is located; the word "structure" is included.
(b) "Existing building or structure" means one which is completed, or plans for which have been filed prior to the effective date of this section (Ordinance 1177, passed March 3, 1930).
(c) "Frame building" means one having an external wall constructed wholly or partly of wood, regardless of whether or not such wood is covered with metal.
