Should the Board of Building Appeals determine that the decision of the Building Commissioner was unauthorized or that, by reason of special conditions, undue hardship would result from a literal application of this Building Code, while a variance in the specific case would be consistent with the spirit and intent of such Code, then, in either case, the Board shall, in writing, reverse or modify the Commissioner's decision and order the Commissioner to take such action as is appropriate and consistent with this Building Code.
