The Board of Building Appeals shall give reasonable notice to the parties to the appeal and the property owners or their agents that are abutting or within a 200-foot radius of the boundaries of the property subject to appeal. The Board shall hold a hearing on the matter as soon as reasonably possible following filing of the notice of appeal. The presence of three members of the Board shall constitute a quorum and the concurring vote of three members of the Board shall be necessary to reverse or modify any order, requirement, decision or determination of the Building Commissioner or to decide in favor of the appellant any matter upon which the Board is required to pass.
