1501.44   ASBESTOS ABATEMENT.
   At least ten days prior to any asbestos abatement project of any school district, governmental building or other public or private building or residence, the contractor must submit to the Building Commissioner the name of an unaffiliated/independent asbestos hazard evaluation specialist. The specialist is subject to the approval of the Building Commissioner, and no work may begin until such approval is given. An asbestos hazard evaluation specialist shall be as defined in Ohio R.C. 3710.01(F) and must possess a certificate as defined in Ohio R.C. 3710.01(J)(1). The specialist must present a bond in favor of the City in an amount equal to the cost of the project and must be insured pursuant to the provisions of Section 1501.39. The specialist will be paid for by the contractor and must directly supervise all asbestos removal. This specialist also will assure the City, in writing, of the contractor's adherence to all State and Federal Environmental Protection Agency regulations, including, but not limited to, admissible air quality preservation and proper disposal of all asbestos. The letter of adherence shall be filed by the specialist with the City within ten days after completion of the work.
