Drawings and specifications, while in the custody of the Division of Buildings, shall not be removed from their files except for the purpose of official inspection and reference, and whoever removes the same from the Division of Buildings except for the purpose aforesaid shall be guilty of a misdemeanor and be liable to the penalties provided in this Building Code. It shall not be obligatory upon the Building Commissioner to retain the drawings in his custody for more than three months after the completion or occupation of any building.
