Before issuing a permit for the erection, alteration, enlargement, raising or moving of any building or structure where electrical construction is to be installed or changed therein, the Building Commissioner shall examine or cause to be examined the plans and specifications thereof and he shall not issue a permit therefor until the proposed electrical work is found to be in compliance with Title Three of this Building Code.
