Before issuing a permit for the erection, alteration, enlargement, raising or moving of any building or structure, where plumbing and drainage work is to be installed or changed therein, the Building Commissioner shall examine or cause to be examined the drawings and specifications thereof and he shall not issue a permit therefor until the proposed plumbing and drainage is found to be in compliance with Title Seven of this Building Code.
