(a) The Building Commissioner shall, when he deems it necessary, require that other data, calculations or strain sheets be submitted for any part of the work. He may require such other drawings, specifications, samples of materials, information or tests that he deems necessary to show clearly what is proposed to be done.
(b) The Building Commissioner shall require the applicant for a building permit to produce a numbered receipt from the Water Department of the City of Cleveland attesting that a water meter permit has been obtained for the structure for which the building permit is being requested.

(c) The Building Commissioner shall require the applicant for any building permit, at a location not served by permanent sanitary facilities, to produce a numbered receipt from the Cuyahoga County Board of Health attesting that a nonsewered toilet permit has been obtained for the structure for which the building permit is being requested.
