Each application for a building permit for buildings to be erected along street lines and within less than eighteen inches of the same shall be accompanied by a plat of the survey of the lot showing the figured length of all lot lines. This plat shall be checked and certified as correct by the City Engineer, who, when he deems it necessary, shall establish the street lines upon the ground.
