When application is made for a permit for the erection of any building, structure, addition or alteration, the cost of which does not exceed one thousand dollars ($1,000), if the application is accompanied by a proper specification and quarter scale floor plans and cross-sections showing the general construction of the building structure, then the situation plat is the only inked or indelibly rendered drawing that shall be required.
