1501.20   APPLICATION FOR PERMITS.
   (a)   Application for all permits shall be made in writing to the Building Commissioner upon blank forms furnished by the Division of Buildings. The applications shall be accompanied by the drawings and specifications required by this Building Code.
   (b)   The application shall include the estimated cost of such building or structure, the location and proposed use thereof, a description of the land, giving the allotment, the number of the sublot, the name of the street or streets on which it abuts and the name of the owner of the building, structure or premises, together with such other information as the Commissioner may require.
   (c)   The application shall be kept permanently on file in the office of the Division of Buildings and the drawings and specifications shall be retained until the completion of the work, when they may be returned.

   (d)   The applications, drawings and specifications shall be dated upon receipt in the office of the Division of Buildings and passed on in the order in which they are received, and no applications, drawings or specifications shall be passed on out of order, unless the buildings or structures are of so complex a character that they require prolonged examination and investigation. The applications, drawings and specifications shall not be passed upon, and no permit for the construction of a building or for the remodeling of a building so as to change its use or occupancy or for the removal of a building to land situated in the City, shall be issued until ten days have elapsed after:
       (1)   The filing of the applications, drawings and specifications, which shall be open for public inspections during business hours during the ten-day period;
      (2)   There has been posted conspicuously, in the form and manner directed by the Commissioner, by the applicant on the premises where the work is to be done or to which the building is to be moved, a notice of the filing of the applications, drawings and specifications, and
      (3)   In cases where a plumbing permit will be required, until an application for the plumbing permit is properly filed.

   (e)   In case the applicant for a permit fails to give a correct statement of the cost of the work for which a permit is requested, the Commissioner shall change the estimate to that of the true cost, in accordance with his best knowledge and belief.
   (f)   When an application is filed for the erection of a new building and such erection involves the demolition of an existing building or part thereof, the fact of such demolition shall be stated in the application.

   (g)   When an application is filed for the razing of a structure within the City, the Building Department shall forward a copy of the application to the respective Councilperson of the Ward in which the structure is located.
