(a) Permits shall not be required for minor interior or exterior repairs where there is no interference with the construction of the building.
(b) Permits are not required for repairs or partitioning off in buildings which do not involve any change in the supporting walls, members, structural parts, stairways, elevators, escalators, electrical work, plumbing work, heating or air conditioning equipment, ventilation or occupancy of the building.
