(a) When application is made for a permit to move, raise, enlarge or build upon any building or structure, the Building Commissioner shall examine the building or structure, or cause the same to be examined, and make a record of its condition.
(b) No permit to increase the height of any building shall be issued unless the owner of the building furnishes to the Commissioner satisfactory proof of the adequate thickness of the walls or strength of the skeleton frame and of the adequate strength of the foundation thereof.
(c) No permit for raising or moving any building more than one story high, nor for moving any building through any street, shall be issued to anyone not a licensed house mover.
(d) No building being moved shall block or occupy public property for a period longer than three days.
