(a) The Building Commissioner shall make a monthly report to the Mayor on or before the fifteenth day of each month, covering the building operations of the City and the work of the Division of Buildings during the preceding month.
(b) The Commissioner shall make an annual report to the Mayor which shall contain complete statistics of the building operations during the fiscal year, the work and cost of the Division of Buildings and such recommendations as his experience indicates should be made.
