(a) The Building Commissioner shall have the power to appoint a Board of Examiners consisting of three members, each of whom shall have at least ten years' experience as an engineer or architect, for the purpose of examining any new material or construction which is proposed for use in the construction of buildings. The test of such material shall be as provided in this Building Code, or as ordered by the Commissioner.
(b) The Board of Examiners shall be employed, and all such tests shall be made, at the expense of the person asking the acceptance of the material or construction, and a detailed statement, in writing, of the methods and results of the tests shall be submitted to the Commissioner to aid him in forming an opinion as to the fitness of the material or construction for the proposed use.
(c) Such reports shall become the property of the Division of Buildings.
