The Building Commissioner shall have authority to inspect or cause to be inspected any building or structure in the City for the purpose of determining the safety thereof and the sufficiency of the means of egress therefrom in the event of fire, panic or other accidents.
In the event of refusal of entrance, then, upon reasonable grounds, a search warrant may be obtained from a court of competent jurisdiction to make such inspection.
