The Building Commissioner and the officers and employees of the Division of Buildings shall, at any reasonable hour, so far as may be necessary for the performance of their duties and upon showing their badge of office, have the right to enter in or upon any building site or premises, any new or unoccupied building, any building under construction, repair, alteration or removal or any building alleged to be unsafe or a menace to life and limb or damaged or menaced by fire. No person shall interfere with such personnel when engaged in the performance of such duties.
