The Building Commissioner shall be the head of the Division of Buildings and shall:
(a) Have the management and control of everything pertaining thereto;
(b) Be charged with the inspection of buildings and with the enforcement of this Building Code and all other laws and ordinances, now or hereafter passed, relating to the erection, construction, alteration, additions to, repairs of, inspection, razing, moving and safety of buildings, structures, heating and ventilating apparatus, gas fitting, house drainage and plumbing, electric wiring and fire protection deuces;
(c) Pass upon all questions relating to the strength and durability of buildings, structures and building materials;
(d) Examine and approve all drawings and specifications for building construction, before a permit is issued, or cause the same to be done;
(e) Sign and issue all permits, notices or other papers required to be issued, or cause the same to be done, and promptly acknowledge the receipt of all official communications, notices and reports;
(f) Give such of his time to the performance of the duties of his office as may be required and during his term of office he shall not be employed or engaged, directly or indirectly, in any building business or enter any contract for building for others or for furnishing materials, plans or specifications for others;
(g) Examine or cause to be examined all buildings in the course of erection, alteration, repair, razing or removal, within the City, as often as is required to insure sufficient supervision, and shall make written reports of all violations of any law or ordinance which he is required to enforce, together with the street and number where such violations are found, the name of the person responsible therefor and all other necessary information relating thereto;
(h) Have a daily report of all the work of the Division of Buildings, which report shall be entered in books or on cards and filed in the office of the Division of Buildings;
(i) Have charge of and be responsible for the property and records of the Division of Buildings;
(j) Interpret and apply this Building Code to the various building conditions arising in the City;
(k) Prepare or assist in preparing all revisions of this Building Code.
(l) The Building Commissioner may cause the prosecution of any person violating any of the building regulations of the City. Violation of any of the provisions of this code, unless otherwise noted, shall be a strict liability offense.
