1309.01   GENERAL REGULATIONS.
   This section shall apply to the use and maintenance of public and private fire hydrants and fire protection systems within the City.
   (a)   No person, except at an emergency or as authorized herein, shall remove any fire hydrant cap or turn on or off any fire hydrant cap or operate any valve or stopcock used for fire protection within the City.
   (b)   No person shall commit any act which causes damage to any fire hydrant or deface any fire hydrant within the City.
   (c)   No person shall obstruct any fire hydrant by placing any vehicle, material, debris, plowed or piled snow or any other obstacles within ten feet thereof.
   (d)   No person shall make a connection to any fire hydrant within the City to take water therefrom, for private use, unless such person has first contacted the Chief of Fire and the City Service Director for approval and has applied for a fire hydrant permit from the Cleveland Water Department. When a permit is issued by the Cleveland Water Department, the permit holder shall notify the Parma Fire Division and the City Service Director when the use of such hydrant or hydrants will begin to be discontinued.
