No person, firm or corporation shall discharge or permit or cause to be discharged, sewage, the overflow, drainage or contents of a waste water treatment plant onto the surface of the ground or into any street, road, alley, storm sewer, drainage ditch, watercourse creek, except in the manner provided by the Ohio Department of Health.
