(a) Prior to the dedication of a street, the Director of Public Service shall designate a Tree Plan for the planting of a tree in the tree lawn of each recorded sublot of the street. Within one year from the issuance of a building permit for the construction of a building on any sublot, a tree shall be planted in the tree lawn of the sublot in accordance with the Tree Plan.
(b) No person shall plant a tree in the tree lawn of any street except in accordance with the Tree Plan as provided for in subsection (a) hereof.

(c) Upon the issuance of a building permit for the construction of a building on any such sublot, the owner or builder of the sublot shall pay one hundred dollars ($100.00) to the City, which sum shall be deposited in a Tree Fund, Account 2750-133, to be used for the purpose of planting a tree and for materials to be used in such planting.
(d) Any home owner requesting a tree to be planted in the tree lawn shall be required to pay the sum of one hundred dollars ($100.00) to the Service Director. Such sum shall include the cost of the tree, the supporting materials and the necessary labor to plant same. Such moneys shall be deposited in the Tree Fund, Account 2750-133. (Ord. 112-84.
