911.20   ASSESSMENT OF COSTS BY ORDINANCE.
   The Director of Public Service shall report to Council any such bills remaining unpaid after the thirty- day period, whereupon Council may by ordinance levy the amount thereof, plus a penalty of five percent, as a special assessment against the parcel of land upon which the tree existed, making such work necessary. This assessment shall be payable in cash within thirty days of the passage of such ordinance, otherwise within one year from the date of certification to the County Auditor for collection as other taxes are collected. The assessing ordinance shall be published for two consecutive weeks in a newspaper of general circulation in the City, but no other notice need be given except as hereinbefore provided, and no other proceedings need be taken to make such levy a valid assessment and lien against such parcel of land.
   Assessments against more than one parcel of land may be combined in one assessing ordinance, provided that the assessment on any individual parcel is limited to the total cost of the work performed on this parcel.
