911.17   NOTICE TO PROPERTY OWNERS.
   When the Director of Public Service is required to give notice to the owner or occupant of any private property to carry out any of the provisions hereinbefore set forth, such notice shall be in writing, shall state the particular thing which the Director requires the owner to do and the time in which the work shall be performed and shall contain a statement notifying the owner that if the work ordered by the notice is not done according to the terms of and within the time specified in the notice, the work will be done by the City and the entire cost thereof shall be in a lien upon the private property whereon such tree stands, and a further statement that when such cost has been ascertained the owner shall be billed therefor by the City and the amount of the bill shall be payable in cash at the City Hall within thirty days from the date the bill is presented and that upon failure to pay such bill, the amount thereof, together with the penalty of five percent, shall be certified by the Clerk of Council to the County Auditor to be collected with the other taxes for the ensuing tax year.
   Such notice shall be served by the Clerk of Council or his duly authorized representative.
