(a) No person shall solicit for or engage in any kind of forestry or tree surgery work within the City without first obtaining from the Director of Public Service a written permit to do so. Such permit shall be granted under the direction of the Director upon the filing of a proper application to be furnished by him and furnishing proof satisfactory to the Director that the applicant is reasonably qualified by experience, training and reputation to engage in such forestry or tree surgery work.

(b) The applicant shall also deposit with the City an insurance policy designating the City as the insured therein, by the terms of which the City is saved harmless from all claims due to any kind of negligence.
