911.11   CERTAIN TREES PROHIBITED.
   (a)   No poplar, box elder, basswood or willow shall be permitted upon any tree lawn in the City.
    (b)   Any poplar, box elder, basswood or willow on any private property in the City in such close proximity to any public place in the City as will permit the roots of such trees to penetrate through or under the surface of any public place in the City is hereby declared to be a public nuisance.
    (c)   The Director of Public Service is hereby authorized and directed to cause to be served upon the owner or person in charge of such private property a written notice directing the removal of such tree within a time to be specified in the notice. If such owner or person in charge fails to comply with the requirements of the notice and within the time therein specified, the Director shall proceed with such work to be done at the expense of the owner, and the entire expense thereof shall be a lien upon the property upon which the tree is located and shall be billed and collected in the manner hereinafter provided.
