No person shall willfully cause or authorize or procure a wire or other conductor charged with electricity to come in contact with any tree upon any public place in the City in such manner that the tree is thereby injured or destroyed. The owner of a wire or other conductor charged with electricity shall, if the Director of Public Service determines it to be necessary to prune or cut down any tree upon a public place, temporarily remove any wire or wires in close proximity thereto, cut off the electricity therefrom or otherwise safeguard the same within twenty-four hours after service upon such person of a written notice signed by the Director to do so.
