911.02   AUTHORITY OF DIRECTOR OF PUBLIC SERVICE.
   The Director of Public Service is given full jurisdiction, authority, control, supervision and direction over all trees which now or which may hereafter exist upon any public place in the City and over all trees which exist upon any private property in the City when, in his opinion, they constitute a menace to public property, public safety or public welfare. He shall also be responsible for the issuance of the permits hereinafter provided for, and, in the exercise of the powers herein granted, he shall have the authority to delegate all or such part of his power and duties to his subordinates in the employ of the City as he may from time to time determine.
