As used in this chapter:
(a) "Public place" means any public street, highway or public park or any property owned by the City within the boundaries of the City.
(b) "Tree" means any tree, ornamental plant, bush or shrub.
(c) "Forestry or tree surgery" means and includes treating, spraying, pruning and other kinds of work intended for the strengthening of trees and the removal and prevention of tree pests of all kinds and descriptions.
