No person shall cause or permit soil or debris to accumulate in any public street or appurtenant catch basin. When soil or debris is accumulated in any public street or appurtenant catch basin, the Service Director or his or her duly authorized agent shall notify the person causing or permitting such unlawful accumulation that it must be removed within twenty-four hours after the time of such notice. Upon failure of such person to remove the soil or debris to the satisfaction of the Service Director, the Service Director shall cause the accumulation to be removed through the use of appropriate equipment and manpower, including outside contractors, as he or she deems necessary.
The full cost of any such removal, including direct overhead and administrative costs, shall be charged to the person responsible for creating or permitting such accumulation.
