Before the issuance of a driver's license, a fee as set out in Chapter 185 of the Administrative Code (the General Fee Schedule) shall be paid to the Director of Public Safety.
In case of fleet owners already licensed in the City of Cleveland, the provisions of this section shall not be applicable, provided, however, that such driver's license has not been suspended or revoked by the City of Cleveland.
