779.11   SUPERVISORY POWERS OF SAFETY DIRECTOR.
   The Director of Public Safety shall have the following powers with respect to every license to operate:
   (a)   The Director may at any time revoke or suspend any license to operate if he finds:
      (1)   That the owner's past record is unsatisfactory.
      (2)   That the owner/driver fails to take the most direct route in driving passengers to their destination.
      (3)   That the owner fails to operate his licensed public vehicle or vehicles in accordance with the provisions of this chapter, other ordinances of the City and the laws of the State.
      (4)   That the owner has failed to keep on deposit with the City the bond, policy or certificate of insurance or security agreement required by this chapter.
   (b)   In the event that any vehicle licensed hereunder shall become unsuitable for operation, a written statement to such effect may be filed with the Director, who shall thereupon transfer the license to any other vehicle belonging to the owner, provided the vehicle conforms with all the provisions of these Codified Ordinances.
   (c)   The Director shall not suspend or revoke any license without giving to the owner thereof due and reasonable notice and granting to the owner a fair hearing. Any owner whose license has been suspended or revoked by the Director may appeal from the decision of the Director thereon to the Board of Appeals as hereinafter provided.
