779.10   ISSUANCE OF PUBLIC VEHICLE LICENSE.
   If the Director of Public Safety has been directed to issue a license, and if he finds that the public vehicle or vehicles in respect to which the license is authorized are fit and safe for the transportation of passengers, then, upon the deposit with the Director of the insurance policy or certificate, or a copy thereof in the case of public vehicles already licensed by the City of Cleveland, and upon the payment of the license fee, the Director shall issue a license.
   Thereupon, the Director shall deliver to the licensees license cards which shall contain the official license number, name and address of the licensee and other information as the Director prescribes for a public vehicle to be so licensed, which license card shall be affixed to the interior of the public vehicle as to be visible to passengers. However, it shall not be necessary to issue license cards to vehicles already licensed by the City of Cleveland, which City issues cards carrying similar information.
