The policy of insurance shall contain a provision for continuing liability thereunder to the full amount thereof, notwithstanding any recovery thereon. If at any time, in the judgment of the Director of Public Safety, the policy is not sufficient for any cause, the Director may order the owner of the public vehicle to replace the policy with another approved by the Director and the Solicitor. Failure to furnish the replacement policy within the time specified in the order shall operate as a revocation of the license to operate the particular vehicle or vehicles covered by the policy ordered to be replaced.
