(a) An applicant for a license to operate a body art establishment shall first obtain a certificate of inspection from the Safety Director indicating that the establishment has been inspected and is in compliance with the provisions of this chapter and all applicable state laws.
(b) The Safety Director or his or her designee shall have authority to conduct annual and other periodic inspections as may be necessary of any body art establishment for the purpose of determining whether or not the establishment, owners thereof, and body artists working therein are in compliance with all applicable provisions contained in this chapter and any other applicable City and/or state laws.
No person shall willfully prevent or restrain the Safety Director or his or her designee from entering any body art establishment for the purpose of inspecting said premises and all relevant business records, after proper identification is presented to the owner of the establishment or any body artist working therein.
(c) The certificate of inspection shall be posted within the body art establishment to serve as public notice that the establishment has been inspected and is in compliance with the provisions of this chapter.
