As used in this chapter:
(a) "Certificate of inspection" means written approval from the Building Commissioner or his or her authorized representative that states that the tattooing establishment has been inspected and meets all of the terms of this chapter.
(b) "Operator" means any individual, firm, company, corporation or association who or which owns or operates an establishment where tattooing is performed, and any individual who performs or practices tattooing on another person.
(c) "Tattoo", tattooed" or "tattooing" means any permanent design of the skin made by puncturing the skin and inserting indelible colors.
(d) "Tattoo establishment" means the location wherein tattooing is performed.
