No person shall hold, conduct or sponsor a public picnic without first obtaining a permit therefor. Applications for such permits shall be made to the Director of Public Safety. The Director shall issue such permits upon being satisfied that the proposed public picnic will in no way be detrimental to the public health, safety and welfare and upon payment to him by the applicant of a fee as set forth in Chapter 185 of the Administrative Code (the General Fee Schedule).
