A fee for a license for a picnic or recreation place as provided in this chapter shall be as set out in Chapter 185 of the Administrative Code (the General Fee Schedule) which shall be paid to the City at the time of issuing the license. If the Director of Public Safety refuses to issue the license, an appeal may be had therefrom to Council and the decision of Council shall be final. Each license granted hereunder shall expire on May 15 of each year.
