(a) Residents of the City may register at any time after the passage of this chapter (Ordinance 68-87, passed May 18, 1987), and thereafter annually, on or before April 1, with the Director of Public Safety, to have their names put on a list to be given to users of pesticides. Residents who desire to be notified of the application of pesticides may include the listing of not more than five addresses supplied by the registrant and contiguous to the registrant's property.
(b) All users shall acquire such list from the Director on a monthly basis and shall give notice of an application of pesticides to each registered resident requesting the same prior to such application. Notice shall consist of an oral or written prenotification to any resident registered to receive notice with regard to a specific address. If prenotification fails, the user shall place a notice on the door of the home to be notified that such application has taken place.
