To ensure compliance with this chapter, the Director of Public Safety, the Building Commissioner, the Fire Chief, the City Engineer and the Director of Public Service, or their authorized representatives, may enter the property to inspect and test the site, equipment and other operations and conditions. This authority may be exercised at any time from the time a well is in the process of being drilled to the time final abandonment of the well is approved.
Prior to the issuance of the permit required in this chapter, such officials shall establish the detailed inspection requirements and notify the permit holder of the same.
The route designated by the permit holder in the approved application shall be used as access to the site for such inspections and for emergencies.
