All operations associated with the drilling and production of oil and gas wells, except as otherwise required in this chapter, shall comply with all requirements of the Planning and Zoning Code, all other ordinances of the City, all County and State regulations, including Ohio R.C. Chapter 1509, and the rules and regulations of the Ohio Division of Oil and Gas. Where there is any conflict between such requirements, the most stringent shall apply.
