No person shall plug and/or abandon a gas or oil well unless, upon application to the Director of Public Safety, a permit is granted to do so. The fee for such a permit is set forth in Chapter 185 of the Administrative Code (the General Fee Schedule). The abandonment of the well shall be performed pursuant to the laws, rules and regulations of any department or division of the State relevant to the plugging and/or abandonment of gas or oil wells and pursuant to the ordinances of the City.
