753.10   WELL OPERATIONS.
   While operating under a permit required under this chapter, the permit holder shall:
   (a)   Provide every drilling rig with a fire extinguisher maintained in good condition;
   (b)   Not store oil, or erect or maintain a facility for the storage of oil, in excess of fifty barrels for each well. Any storage shall conform to the requirements of any present or future ordinance or statute which provides for the storage of oil or gas.
   (c)   Do no fracturing, tool-dressing or any work or labor which causes a noise or disturbance, except in emergencies affecting life or property, before the hour of 6:00 a.m. or after the hour of 10:00 p.m. in any area where there are inhabited dwellings located within 500 feet of the drilling operation, unless the owner thereof consents thereto. Drilling operations shall also be restricted to the hours of 6:00 a.m. to 10:00 p.m., unless the operation requires continuous drilling.
   (d)   Deposit all water, drillings, earth and secretions removed from the well into a concrete or steel storage tank or into a sludge pit lined with an impervious liner. Such pit shall be fenced in for safety purposes and shall be filled in upon cessation of its use.
   (e)   Transport and deposit all sludge, brine or other waste products to a disposal site approved by the Ohio Environmental Protection Agency.
