The permit holder shall obey all laws of the City and the State which concern the drilling or operation of oil and gas wells. This includes all laws now passed or which are passed hereafter. In addition, the permit holder shall:
(a) Correct damage to streets, sidewalks, other public places and private property, which damage results directly or indirectly from activities associated with drilling, operating, deepening or modifying a well or site;
(b) Clear the site and adjacent property of all litter, machinery, derricks, equipment, buildings, oil or other substances associated with the drilling, operation, deepening or modification of the well and site, except as needed for the proper drilling, operation, deepening or modification of the well or site as allowed by the permit;
(c) Correct all disturbances to the land associated with the drilling, operation, deepening and modification of the well and site, except as necessary and approved for protection, such corrections to approximate the original shape and condition of the site prior to the development of the well and site;
(d) Prior to the drilling of any well, construct a road providing emergency and service access to the site. All such roads shall be constructed of concrete or asphalt to prevent the spread of mud, dust and debris upon any City street and adjacent property. Such road shall service all operations of the site and shall have a width and turning radius sufficient to accommodate the largest contemplated vehicle to service the site.
(e) Pay to the owners of any realty, buildings, improvements, goods or chattels located in the area any extra cost of insurance on the property imposed by reason of the granting of the permit and by reason of the operation carried on thereunder; and
(f) During the drilling and operation of the well, maintain the site in a neat, clean and orderly condition. Access roads shall be kept dust free. In order to keep public roads and adjacent property safe and clean, the permit holder shall clear public roads of accumulations resulting from the operation as often as necessary for compliance or upon request of the City.
