753.08   PERMIT LIMITATIONS.
   No permit shall be issued for the drilling, operation, deepening or modification of a well for gas or oil, or the site upon which such well is located, except upon ground owned by the applicant or held by the applicant under an oil or gas lease or a drilling contract from the owner giving the owner's permission to drill, operate, deepen and modify the well and the site upon which such well is located. Nothing herein contained, nor any permit issued hereunder, shall be deemed to grant any right or license to the permittee to enter upon or occupy any land in any respect. When a permit has been issued, the same shall terminate and become inoperative without any action on the part of the City unless, within thirty days from the date of issuance, actual drilling, operation, deepening or modification of the well or site is commenced as allowed by the permit. After the drilling, operation, deepening or modification of a well or site has commenced, the cessation of such activities for thirty consecutive days shall operate to terminate and cancel the permit and the well and site shall be condemned or abandoned in accordance with this chapter and State law. Thereafter, no person shall drill, operate, deepen or modify any such well or site without first obtaining another permit therefor.
