No permit shall be issued under this chapter or any amendment thereto, and no right or privilege shall be granted hereby or hereunder, existing for longer than a period of twenty years from the date of the issuance of the permit. The permit shall be renewed on an annual basis, and if the permittee is not in violation of the laws of the State or the ordinances of the City relative to the drilling, operation, deepening and modification of oil and gas wells and the sites upon which such wells are located, the Director of Public Safety shall renew the permit upon payment of a fee of one hundred dollars ($100.00).
