(a) The Planning Commission may recommend the approval of an application for a gas or oil well permit.
(b) The Commission may recommend the rejection of any application for a permit which is not in accordance with the requirements of this chapter or where the proposed drilling, operation, deepening or modification of the well or site will constitute a serious disadvantage to the City or its inhabitants by reason of the character and value of the land and existing permanent improvements within the area of or adjacent to the well and its site and the extent to which the surrounding land and improvements are adapted for civic purposes. When a permit is refused, the deposit of cash required to be made with the application shall be returned to the applicant.
