The Director of Public Safety may refer each completed application to the Building Commissioner who shall concurrently submit such application, for recommendation, to the City Engineer, the Fire Chief and the Director of Public Service for a review period of not more than ten working days. The resulting recommendations shall be included in the Building Commissioner's report which, along with the application, shall be submitted to the Planning Commission for its action at the end of the review period.
