No person or agent or representative of such person shall require as a condition for employment or continuation of employment that any person or employee take a polygraph test or any form of so-called lie detector test except those persons to be employed within the Department of Public Safety, the Divisions of Police and Fire within rank, who shall be required as a condition of employment to submit to a polygraph test, which shall be administered by someone other than City personnel, and the results of which shall be considered for employment.
