No person shall sell or give away fumigants, except to persons licensed as fumigators under the provisions of this chapter, unless a signed statement is obtained from the recipient of such fumigant to the effect that the same will not be used for the purpose of fumigating in any building used for human habitation or otherwise in violation of the provisions of this chapter.
